Delaware County Regional is Muncie's general-aviation airport. The 6,500-foot 14/32, published as the calm-wind runway, crosses the shorter 03/21; scheduled air-carrier operations above nine passenger seats are prohibited.

The two normal configurations reverse the long runway between 14 and 32. Six current approaches feed a GA-heavy mix of trainers, pistons, turboprops and business jets; there are no published STARs or SIDs in the game cycle, so every IFR departure leaves on radar vectors.

This is the Steady tier: a contract tower where pattern traffic and faster corporate arrivals make the crossing geometry matter. The traffic weights are authored calibration, not a live movement count.
