Owensboro/Daviess County Regional is a small commercial and general-aviation field southwest of Owensboro. Its 8,000-foot 18/36 carries the main instrument work while the 5,000-foot 06/24 crosses it.

The normal configurations reverse 18/36. Four current RNAV approaches feed Contour's Essential Air Service using the Volare callsign, military training, local GA and business aircraft; there are no published STARs or SIDs in the game cycle, so every IFR departure leaves on radar vectors.

This is the Steady tier: a contract tower where one regional arrival can change the rhythm of a GA sequence. Traffic weights and the normal flow are authored calibration, not a live movement count or published runway-use plan.
