Philip Billard Municipal (KTOP)

Philip Billard Municipal is Topeka's close-in general-aviation airport, a contract tower beside the Kansas River. Its five-thousand-foot 13/31 precision runway crosses the shorter north-south 18/36 near the northwest side of the field.

You work Topeka Tower with approach and departure service provided directly by Kansas City Center. There is no scheduled airline service: the radio is N-numbers, trainers, transient general aviation, and a small NetJets and Flexjet corporate stream. Southeast flow leads on runway 13 with 18 available for crosswind arrivals; northwest flow mirrors that on 31 and 36. The current cycle publishes six approaches but no arrivals or departure procedures, so every IFR flight enters on a real approach feeder and every departure leaves on a heading you assign.

This is the Steady tier in small-tower form: short crossing pavement, a busy training pattern, and just enough corporate traffic to interrupt the rhythm.
