Frederick Douglass Greater Rochester International has three surveyed runways, with crossing 4/22 and 10/28 instrument strips and a shorter runway limited to lighter traffic.
Work Rochester Approach and local control as American, Delta, United and Southwest share the Class C board with JetBlue, leisure airlines and GA. South and north flows use 22 and 4; west and east flows use 28 and 10. The reciprocal configurations are modeled rather than a published preferred-runway plan. The supported CIFP set has approaches but no usable STAR or SID, so IFR departures leave on radar vectors.
This is the Busy tier: crossing pavement and a mix of regional and mainline speeds put the emphasis on sequencing. Carrier routes are sourced from the airport, while weights and cadence are modeled, not a timetable. Shoreline and terrain are not represented.
