Wilkes-Barre Approach sequences regional jets and GA across a Class D field inside the TRSA.
You work Wilkes-Barre Approach. Reciprocal flows land and depart on runway 4 or runway 22, with the surveyed 10/28 crossing strip visible outside the normal flows. Six published approaches serve 4/22. Every IFR departure receives radar vectors; SCRANTON EIGHT supplies no usable coded track. These fixed flows are gameplay choices rather than a sourced preferred-runway plan.
The Steady tier mixes American, United and GA. Carrier, equipment and domestic route allocations, weights and cadence are gameplay choices, not an FAA timetable. FAA sources identify a combined tower/TRACON, level 5 and Class D with TRSA service. New York Center handoffs use the published Elk Mountain 134.45 outlet. Water, terrain, MVA and MSAW are not modeled.
