The Steady tier mixes American, ExecJet, Flexjet and GA. Commercial service is sourced; business operator selection, aircraft, traffic weights and cadence are modeled. Center handoffs use an unpublished neutral frequency. Terrain, MVA and MSAW are not modeled.
