Mid-Ohio Valley Regional serves Parkersburg from the West Virginia side of the Ohio Valley. The 7,240-foot 03/21 carries the ILS and a 460-foot displaced threshold at runway 21; 10/28 crosses it.
The normal configurations reverse the long runway between 03 and 21. Six current approaches feed Contour service using the Volare callsign, Army Guard activity, local GA and business aircraft; there are no published STARs or SIDs in the game cycle, so every IFR departure leaves on radar vectors.
This is the Steady tier: a contract tower where regional traffic punctuates a GA sequence and the displaced threshold matters. Traffic weights and normal flows are authored calibration, not a live movement count or published runway-use plan.
