You work Salem Tower. Runway 13 Flow lands runway 13 and departs runway 13. Runway 31 Flow lands runway 31 and departs runway 31. Runway roles are gameplay choices, not a published preferred-flow plan. Every IFR departure receives radar vectors; no SID is automatically assigned.

The Steady tier mixes general aviation and modeled ExecJet business flights. Operator selection, domestic route allocation, equipment, traffic weights, altitude band and cadence are gameplay calibration. No published airline timetable is claimed. Terrain, MVA and MSAW are not modeled.
